The Concept of Operations 100 days before EURO 2012

On 29 February 2012, 100 days before the Tournament, the National Coordination Committee for the Organisation of the Final Tournament of the UEFA EURO 2012TM European Football Championship responsible for the operational preparation of Poland to stage the event, adopted the Integrated Organisation and Management Plan covering activities of public administration entities, control bodies and services during the Final Tournament of the UEFA EURO 2012TM European Football Championship, i.e. the Concept of Operations during the Tournament (the so-called CONOPS). This document forms the basis for detailed operational action and co-action plans of Polish institutions and entities during the Championships. The plans drawn up on the basis of this document will be approved by the Committee by 30 March 2012, and subsequently they will be tested. On 15 May 2012 Poland will be fully prepared in operational terms to stage the Tournament.
The Concept of Operations adopted by the Committee is one of the most important elements of the Polish preparations in their final stage. From the perspective of the integrated planning of the activities of the Polish public administration entities during the Championships in Poland, this document covers the key information, assumptions, operating objectives of the event’s organisation in the public space, division of tasks and responsibilities of these entities, forecasted types of risk and guidelines to the detailed plans of operations of individual venues, Host-Cities, voivodeships and stakeholders.
– Development of the Concept of Operations and elaboration of the very precise plans of operations at the national, urban, voivodeship level based thereon, constitutes the best international practice in the field of preparation and management of the organisation of major sports events – said Minister of Sport and Tourism, Joanna Mucha. – The document was adopted in line with the fixed schedule of works, which provides for high efficiency of cooperation in the National Coordination Committee for the Organisation of the Final Tournament of the UEFA EURO 2012TM European Football Championship.
Today, 240 public institutions are engaged in the operational preparations of the country to the Euro 2012. The Concept of Operations primarily aims at greater cohesion and harmonisation of the operational assumptions of all institutions and entities involved in the Tournament. Very detailed plans of operations will be prepared by 30 March 2012 and they will be under testing until 15 May 2012, as on this date Poland plans to achieve full operational readiness.
During the meeting of 29 February 2012, the National Coordination Committee for the Organisation of the Final Tournament of the UEFA EURO 2012TM approved the rules of operation and the location of the National Organisation Headquarters. During the EURO 2012 the Headquarters will be responsible for coordination of operational activities country-wide and for the information flow and support to the decisions taken. The National Organisation Headquarters will also accommodate the media centre, where special meetings for foreign and Polish media will be held on an everyday basis, thereby providing continuous access to information. The Headquarters will be situated in the Olympic Centre in Warsaw.
